How it's counted
- How many of its main first-level divisions each country has (states, provinces, regions, counties…), from Wikipedia's table of administrative divisions. Extra special units are left out: Canada counts its 10 provinces, not the 3 territories; Nigeria its 36 states, not the capital territory.
- Slovenia (212 municipalities) is too many to include. Countries without divisions, or whose divisions overlap (Belgium), aren't included either.
